If disconnecting a borg drone from the collective was apparently something the collective couldn't do once a drone had been added to the collective because it would be like disconnecting an arm or a foot according to crusher in TNG the best of both worlds, then how come the borg queen could disconnect drones so easily, and even destroy entire cubes of drones (VOY unimatrix zero), thus disconnecting them from the collective?
I think that the simplest answer is that Dr. Crusher was wrong. Her knowledge of the Borg was limited at that point.
(Aside from real world issues like different writers who didn’t care about continuity)
Because the Voyager writers basically reinvented the Borg to suit their purposes and ignored a lot of already established concepts. (As the writers of DS9 did with the Trill and Bajorans.)
At the time Picard was Locutus Crusher didn't truely know what would happen to someone that was connected to the Collective so she could only guess. The Borg Queen showed it was possible with no reprocussions to the rest of the collective when a drone or multiple drones became disconnected either by her doing such or said drones suffering damage to their transceiver arrays. But as far as the changes to the trill and Bajorans in DS9 yes partly writer mix up probably but also the designs for each weren't truely a set in stone look for each untill DS9 with Kira and Jazdia Dax which makes sense due to we didn't see many Bajorans other then Ro Laren and the trill Odan whom we only saw once
