Is Tuvok supposed to be a lieutenant Commander during season 1? But why does his uniform show him as a lieutenant?

No. For the first and part of season 2 he was a lieutenant but he eventually gets promoted to lieutenant commander later on

Tuvok is promoted to Lt. Commander in 2374, about 3 years into Voyager’s sojourn in the Delta Quadrant (cf. “Revulsion”, 4x5).

However, we do see him mistakenly wear Lt. Commander pips in a few early episode. At the time, though, he is addressed as Lt.
