Why is Dax even on this list?

I am going to say Uhura
Uhura, hands down. She is a top favorite character of mine, has been for 50+ years, I think of her often, and yet we know so very little about her. And I love to her (Nichelle Nichols) sing!
I had the great good fortune to meet Miss Nichols once. She was even more beautiful and gracious than on screen!
Uhura and Crusher are out of the runnings due to extensive further development in SNW and PIC, respectively. Dax is consistently used and pretty developed. Reed is not very used or developed, but I wouldn't necessarily expect him to be. Chakotay takes the cake for me, given that he's the first officer and is basically a cardboard cutout.
I guess maybe jake and mayweather might've been better choices for the poll instead of dax and reed. Oh well.
I'll go with Dax, but more for Ezri than Jadzia. It's a shame she only got one season.
They are hard to compare.
Uhura was a bit underdeveloped, but she had some great moments in TOS and even more in TAS (people tend to overlook this show), and actually, expect for Kirk, Spock and McCoy, TOS was not really into deep character developing. Do we really know Chekov or Sulu better than Uhura?
I have a bit of a problem with Uhura in SNW. While she's likeable, she seems to me like a totally different person, not a younger version.
Dax is hardly underdeveloped...
I think everything that was to say about Crusher's character background was said in the series. They just should have used it more often. And show her more often in an active role as a competent doctor.
Chakotay is very much fleshed out, as a loyal and competent first officer, a bit of inner toumoils with his maquis background and all of his cultural heritage.
However, the whole maquis / starfleet thing, the "bringing together two crew of opposite backgrounds" storyline, which was clearly planned as a major point of VOY, and is also a major point of Chakotay's character, was pretty much settled and gone within three episodes. They warmed it up for special plot purposes in two or three more episodes, but it pitily never played a significant role in the series.
And for the native American cultural bites that were thrown at the audience, they looked pretty cheesy even bevore we learned that consultant Jamakee Highwater was an imposter. It also had a taste of "after giving the Klingons, Bajorans and even Ferengi a religious background, we have to admit that there are religions on earth, too, but we don't dare to touch Christianity or Islam, so native American believes are fair game".
Malcolm Reed was a sympathetic charakter and we learned enough of his background for him to work well within the series. Not that it was a very complex background, mind you. His military familily history is all what is necessary pretty much defines him. But it works, so it's good in my book. They gave Mayweather much more background (I'm thinking about his brother never accepted he left the familiy business for starfleet - Picard vibes, anyone?), but he never seemed so complete or real as Reed.
And Hoshi Sato could have been one of the picks. Always liked her.
