No, I don't think so. More like the Travelers are the more...misunderstood, given to just how much more understanding of time, space, and thought they have than everyone else. They are, in many ways, merely operating on another level of understanding than other species typically achieve.
TOS had a witch who turned into a tiny puppet thing. TAS had a species that could separate its body parts and have them fly around. Voyager had a species that aged backwards. Their are much more ridiculous aliens than the Traveller.
