Balance of Terror (episode)

In my Chronological Watchthrough, I’m watching Balance of Terror. The references to the Romulan War as happening “over a century ago” and they used “primitive atomic weaponry” and ship to ship communication hadn’t been invented yet which is why they had never seen a Romulan before. Is there any canon explanation for the discrepancies?

Admiral Pike arrives from 2286 to the quarters of Captain Pike in 2259. There the older Pike shows younger Pike a vision of what might happen if he stays in command of the Enterprise and averts his foretold fate.

So they race swapped commander Hanson, like they have for a number of characters from the original tos/tas this season.

Also romulan commander went from a “southerner” romulan to being a northerner romulan with head ridges. What was point of Picard making that distinction/fix again?
