Should voyager's crew have been allowed to keep and use the mobille emitter from the 29th century, or been required to destroy it, considering the temporal prime directive, and how using technology from the future might've affected the 24th century and future timeline?

If the EMH is programmed with so much knowledge, and is superior to regular doctors, should it be used on a regular basis as the chief medical officer of ships and space stations, instead of regular doctors, and why?
The EMH:
Included the entire starfleet medical database.
Contained over five million medical protocols - ranging from possible treatments to surgical procedures.
Has the collective medical knowledge of over three thousand cultures (including every federation world).
Possessed information from two thousand medical reference sources (including gray's anatomy and comparative alien physiology).
Has the experience of 47 individual medical officers.
Is also supplemented with contingency programs and adaptive programs to learn while serving as a supplement of a normal medical staff in cases of emergency.
Contained fifty million gigaquads of computer memory, which was "considerably more than most highly developed humanoid brains.".

If the emhs on different ships were allowed to evolve like the emh on voyager, would they all develop the same personality and interests as him?

It occurs to me that the backup version of Voyager's EMH that was featured in the episode Living Witness left for Earth and could potentially arrive some time around when Discovery is set. I'd be intrigued to see more of a Delta quadrant link on Discovery
