Borg Queen says Seven of Nine is the only Borg to be liberated from the collective. What about JLP/Locutus, Hugh and all the Borg from Descent parts 1 and 2? Surely that couldn't have been overlooked when Dark Frontier was being written?

I still have this add from the TV Guide the week “The Best of Both Worlds, Part II” aired.
In one of the Star Trek games, I think it was “Star Trek Armada”, the Borg recreated Locutus of Borg from their database. If that really happened on any of the Star Trek series, couldn’t they have dis-assimilated that Captain Picard from being Locutus and become Human again. He also would be a double of Captain Picard.

Why does memory alpha list one page for annika hansen and seven of nine (as the same character), but two separate pages for jean-luc picard and locutus of borg (as two different characters)? Shouldn't memory-alpha either list separate pages for annika hansen and seven of nine (as two different characters), or one page for jean-luc picard and locutus of borg (as the same character)?

I recently rewatched Star Trek Picard Season 1. I know that Picard died and was resurrected via a Golem. Here's my question. His mind was mapped and put into the Golem. Did Picard, in his new body, deal with his memories of his time as Locutus? I'm just curious about this.
In picard's assimilation flashback scenes as locutus in first contact, why did he, the other borg, and his ship look like first contact era borg (stardate 50893.5 (2373), when they should've looked like TNG the best of both worlds era borg (stardate 43989.1 (2366))? Is it because he was dreaming, and just incorrectly pictured himself as a newer, more advanced style borg? 🤔
It's already been established in canon that the borg and their ships looked different in first contact (stardate 50893.5 (2373) when they were less advanced, than they did in TNG the best of both worlds (stardate 43989.1 (2366)) when they had evolved to be more advanced.
Why didn't any of the borg drones (other than the borg queen) in first contact recognize picard as locutus (like hugh did in TNG i borg)? 🤔

If disconnecting a borg drone from the collective was apparently something the collective couldn't do once a drone had been added to the collective because it would be like disconnecting an arm or a foot according to crusher in TNG the best of both worlds, then how come the borg queen could disconnect drones so easily, and even destroy entire cubes of drones (VOY unimatrix zero), thus disconnecting them from the collective?
