Aaron Eisenberg wins for me. We got to his character grow up and change from a young scamp to a friend to a gungho cadet to a hardened officer. The Siege of AR-558 and In the Pale Moonlight are pivotal moments in Nog's character arc BECAUSE of the great acting (in my opinion).
They are unfortunately equal.

O'Brien had to Macgyver several types of systems on an ever booby trapped, constantly attacked/damaged station far from "Nana Starfleet".
Everyone else is in "Nana's" backyard, &/or has happy tech.
