A map of the Milky Way Galaxy
The Perseus Arm was a collection of stars, planets, nebulae, and other spatial objects that formed one of many curved "arms" out-shooting from the center of the Milky Way Galaxy.
The Perseus arm seemed to extend a short bit through the Delta Quadrant, a little through the Gamma Quadrant, and extended across the length of the Alpha Quadrant.
The Perseus Arm was shown on a computer panel in astrometrics on USS Voyager during the later years of its seven-year journey in the Delta Quadrant. (VOY: "Endgame" display graphic [1])
