- Starfleet's operation in Romulan space is divisive among Federation member worlds, 14 of which consider secession over the continued support of a long-standing enemy. (PIC: "Maps and Legends")

- April 5: Rogue synthetics launch an attack on Mars, destroying the Utopia Planitia Fleet Yards and setting the planet ablaze. Subsequently, Starfleet abandons plans to aid the Romulan evacuation, a decision leading Admiral Picard to resigns his commission. - As a result of the attack, all synthetic lifeforms are banned throughout the Federation and all active units are dismantled. Also, all research on the subject is halted. (PIC: "The End is the Beginning")
Per "Remembrance", by 2399 making synths was banned by "galactic treaty", which might refer to this ban or a subsequent development.
