Lieutenant Commander Albert was an operations division Starfleet officer during the 2360s. He was married to a woman and had one son, Joshua.
In 2368, his son, a Starfleet cadet, was killed when the ships of Starfleet Academy's elite Nova Squadron, of which he was a member, collided while attempting the forbidden Kolvoord Starburst manuever. The remaining four members of the Squadron tried to cover this up and blamed the collision on Joshua.
Prior to a briefing on the incident, Rear admiral Brand discussed whether or not to cancel the academy's commencement with Albert, who agreed with her that it should go ahead as planned. She then expressed condolences to Albert on behalf of everyone in the hearing room.
Later, Albert returned a sweater to Wesley Crusher, which Joshua had borrowed a month earlier on their Calgary skiing trip. He recalled Joshua's struggles with mathematics and his turnaround after learning of the Academy entrance requirements. He then apologized for the accident on behalf of his son. It was this conversation that convinced Wesley to admit to having lied about the circumstances surrounding Joshua's death. (TNG: "The First Duty")
