Arthur Malencon was a Human hydraulics specialist of the United Federation of Planets' Terraform Command in the 24th century.

From 2360 to 2364, he was assigned to the terraforming station Velara Base on the planet Velara III under Kurt Mandl. He was in charge of the hydraulic landscaping.

In 2364, Malencon became disturbed by the fact that there were erratic power surges in many of the servomechanisms in his hydraulic probes. His first thought was that it had something to do with the increased conductivity from the high saline content. It was actually caused by the indigenous microbrain lifeform, which the terraformers discovered, and kept secret.

Later in 2364, the crew of the USS Enterprise-D visited the planet. Lieutenant Commander Data believed that the efficiency of Malencon's hydraulic landscaping was elegant. The project director, Kurt Mandl, sent Malencon to the hydraulics chamber, hoping that he could get the hydraulic probes back on-line. Malencon was killed by a laser drill in the room under the influence of the microbrains.

Malencon's death was the first event after the microbrain lifeforms declared "war" on the "bags of mostly water" who populated their planet. (TNG: "Home Soil")

Malencon was played by actor Mario Roccuzzo.
