The Ba'ul High Council was the governing body of the Ba'ul species.
In 2239, the USS Archimedes made first contact with the Ba'ul, but found the High Council to be hostile.
In 2257, the USS Discovery contacted the Ba'ul regarding their investigation of a red burst over Kaminar. The Ba'ul High Council declined to respond until they learned that Commander Saru had undergone vahar'ai. The High Council then hailed Discovery and demanded that Saru be handed over to them. After Saru surrendered himself to the Ba'ul, the High Council ignored all further messages from Discovery. (DIS: "The Sound of Thunder")
