Rear Admiral Bennett was the Starfleet Judge Advocate General in the 24th century.
In 2373, when it was discovered that Doctor Julian Bashir had been genetically enhanced as a child, a crime under Federation law, Bashir's superior officer, Captain Sisko, contacted Admiral Bennett and, along with Bashir's parents, struck a deal whereby Bashir would be able to retain both his commission and his medical practice, in exchange for a guilty plea to the charge of illegal genetic engineering from Richard Bashir, Julian's father, who had made the initial decision to have Julian's DNA resequenced. Under the terms of this deal, Richard would be incarcerated for two years at a minimum-security penal colony in New Zealand. When Julian expressed his opinion that the sentence was overly harsh, Bennett replied that the law against genetic engineering was one he felt must be strongly enforced, citing the Eugenics Wars as an example as to why Richard's punishment was appropriate.
