Crewman Biggs was a 22nd century Earth Starfleet engineer assigned to the Columbia under Captain Erika Hernandez.
Biggs was assigned by Chief Engineer Trip Tucker to work with Pierce in recalibrating the field stabilizers in order to assist getting the Columbia's field matrix down to 0.3 microns. (ENT: "Affliction")
Biggs was played by an unknown actor, the same actor who portrayed his "mirror universe" counterpart, Biggs.
