A boarder was someone who occupied another's dwelling place, such as a boarding house, in exchange for compensation.

In 2372, when Harry Kim tried to make a deal with Zio to allow an ill Tom Paris to occupy his dwelling in the Akritirian prison, Zio refused, saying he didn't take in boarders. (VOY: "The Chute")
