The Borg Reclamation Project was an independent organization operating at the Romulan Reclamation Site, located on a derelict Borg cube known as the Artifact. It was overseen by an executive director, which in 2399 was Hugh, himself a former Borg drone, and a Federation citizen. (PIC: "Maps and Legends", "The End is the Beginning", "The Impossible Box")
Units overseen by the Reclamation Project included the Disordered Ward, which contained and was guarded by Romulans. (PIC: "The End is the Beginning")
Soji Asha thought that Narek would need permission from the project director to oversee a procedure she was about to perform on a nameless Borg drone, something which he disputed. (PIC: "Maps and Legends") Soji herself needed his permission to interview the xB Ramdha, which was initially denied, until Hugh relented after he had witnessed her apply a soothing action during her procedure on the Nameless drone. (PIC: "The End is the Beginning")
A short time thereafter, retired Admiral Jean-Luc Picard exploited the independence of the organization to gain access to the site as a diplomatic envoy. He did this in order to save Soji, who until then had not realized that she was in mortal danger. Being an old acquaintance, Director Hugh helped Picard to achieve this. (PIC: "The Impossible Box")

According to IDW Publishing's Star Trek: Defiant 's 11th issue, the project started in 2378. Hugh was able to use the Nomad probe to disable borg ships and free its drones.
