Ensign Burke was an operations division Starfleet officer in the 24th century.
In 2365, he was assigned to the USS Enterprise-D as a junior security/tactical officer. When Federation strategist Sirna Kolrami came aboard to coordinate a war games exercise, Worf was assigned to the USS Hathaway, and Burke was chosen to replace him at tactical.
Partway through the war games, a Ferengi marauder attacked and disabled the Enterprise-D while Burke was assigned to tactical. He later served as mediator during a game of Strategema between Data and Kolrami in Ten Forward, in which Data won. (TNG: "Peak Performance")
Burke was played by Glenn Morshower in his first Trek role.
Although he wore the rank insignia of an ensign, Picard addressed him as a lieutenant in one scene and as an ensign in another.
