The Chancellor of Starfleet Academy was the head of Starfleet Academy on Earth.
In 2401, Jean-Luc Picard held this position. As chancellor, he considered updating the Kobayashi Maru scenario. That year, he gave an address to the cadets and welcomed the first pure-blood Romulan, Elnor, to the Academy. (PIC: "The Star Gazer")

"Chancellor" may be a ceremonial or honorary position. Patrick Stewart served as Chancellor of the University of Huddersfield from 2004 to 2015, and is now its Emeritus Chancellor. [1]
