The leader of the Klingon High Council, the chancellor, was the Klingon head of government, and the de facto head of the Klingon Empire. The chancellor replaced the emperor as the ruler of the Empire in the mid-21st century (see also: Klingon emperor).

The chancellor was protected at all times by the Yan-Isleth. (DS9: "Apocalypse Rising") However, many chancellors such as Gowron and Martok have been known to take command of Klingon Defense Force vessels and lead attacks personally - Gowron commanded the IKS Bortas as Chancellor (TNG: "Reunion") and Martok led Klingon forces in the Battle of Cardassia (DS9: "What You Leave Behind").

The concept of the Klingon Empire having a chancellor was introduced in Star Trek VI: The Undiscovered Country before being reused in several episodes of Star Trek: The Next Generation, Star Trek: Deep Space Nine and Enterprise, as well as a singular reference in VOY: "Flashback". In the script for Star Trek VI, the term is used interchangeably with president.

List of known Klingon chancellors

While played by different actors, these unnamed chancellors had similar cranial ridges and hair. It is possible production crew intended for them to be the same person.
Additionally, it is possible that one (or both) of these Chancellors were M'Rek, since they were not addressed by name.

The computer game Star Trek Online depicts Martok being killed in 2393 by a councillor called J'mpok, who would then advance to take the position of chancellor.
