Changes: City cluster

A city cluster was a feature that might be found on inhabited planets. It was one of the things a starship might look for upon first conducting a sensor scan of a planet.

As the USS Enterprise first scanned Lactra VII in 2269, it initially found no city clusters, but ultimately did turn up what appeared to be a city or some sort of central gathering place. (TAS: "The Eye of the Beholder")
