The species who formed the Coalition of Madena were a humanoid species who were externally indistinguishable from Humans.
History[]
During the 22nd century, this species colonized the twin planets Atlec and Straleb in the Omega Sagitta system. By the early 2360s, these two worlds coexisted, according to Captain Jean-Luc Picard, under "a precarious but successful treaty."
Prior to 2365, they had previous contact or knowledge of the Federation and the Klingon Empire. (TNG: "The Outrageous Okona")
Technology[]
By the mid-24th century this species, which had been capable of sub-light space travel for over two centuries, possessed technology significantly inferior to that of Federation technology. Their combined fleet of vessels consisted of Class 7 and Class 9 vessels, both armed with lasers. (TNG: "The Outrageous Okona")

Background information[]
According to the script notes, the writers originally intended for the people of Atlec and Straleb to be of different species. Specifically, Picard had originally stated that "Each of these planets is populated by separate humanoid people who coexist..."
In this original premise, the writer had desired for the Altec race to have "perhaps one distinguishing factor to designate him as different;" while for the Straleb race, it was written that "there could be a characteristic that would also mark them as an individual race and also slightly different than the Atlec race."
While the desire to establish two different species was retained though the episode's final draft, what was presented on screen ultimately included no distinguishing features and both races were seemingly united as one. This was, in part, reflected with the original line from Picard's log being revised to state that "[b]oth worlds are populated by a humanoid race which colonized the planets two centuries ago and which now coexist."
