The Confederation magistrate
In an alternate 2401, this Human male served as the Confederation magistrate. He was also the husband of Annika Hansen, the president of the Confederation. He became suspicious of her prime counterpart Seven of Nine, who had been shifted into that timeline by Q, along with her companions from their original timeline. When they spirited the Borg Queen away from the Eradication Day ceremonies, the magistrate pursued them to the CSS La Sirena. (PIC: "Penance") He briefly held them at gunpoint and contemplated executing them. When Seven objected and tried to reassert control, he challenged her to provide his real name, which his wife would have known; Seven's ignorance of this fact proved to him that she was an impostor. However, she and her companions regained control of the ship, killing him and his security detail. (PIC: "Assimilation")
The magistrate was played by Jon Jon Briones.
Magistrate's personal guards []
These security officers served as personal guards of the Magistrate and President Hansen. The latter two were shot by Jean-Luc Picard at the Eradication Day rally. The former two guards accompanied the Magistrate aboard the CSS La Sirena to capture Picard and his cohorts, but were killed by Raffi Musiker and Seven of Nine, respectively. This female soldier stopped Raffi Musiker when she brought Elnor to the presidential palace for interrogation, claiming that the Magistrate ordered her to handle the case herself. Jean-Luc Picard interrupted, however, and ordered her to stand down. (PIC: "Penance")

This male soldier was a member of the forces assigned to crush the insurgency in Okinawa. He held the fleeing Elnor at gunpoint, ready to execute him, before being shot by Raffi Musiker. (PIC: "Penance")
This soldier was played by stuntman Jimmy Chhiu, who, despite having dialogue, was not credited for his performance.
Soldiers on rooftop []
These two soldiers stood on a rooftop in Okinawa and fired at the insurgent crowd, killing several people, including a female Romulan rebel. (PIC: "Penance")
