A court martial offense was a crime that was subject to a court martial.
In 2370, William T. Riker was technically facing 12 court martial offenses, something Data reminded him of when the first officer told Captain Jean-Luc Picard that he couldn't give orders, having been declared dead. Picard decided to go sleep, and suggested Data therefore escort Riker to USS Enterprise-D's brig. Data began to do so, despite Riker's pleas that the captain was joking. (TNG: "Gambit, Part II")
In 2371, The Doctor, while controlling Seven of Nine rebuffed Ranek's apology for kissing Seven, saying a kiss was hardly a court martial offence. (VOY: "Parallax")
