D. Wise was a 23rd century Starfleet commander.

They were assigned to the Starfleet Academy's Starfleet Training Command. In 2285, Wise was listed on a directory placard found on the 2nd level of Starfleet Training Command. (Star Trek II: The Wrath of Khan)

Wise later served in the planetary science division aboard the USS Enterprise-A in 2293. Wise's name appeared among the messages pending display in the quarters of the executive officer, Captain Spock. The message read "Need meeting on experiment schedule." (Star Trek VI: The Undiscovered Country)

This character was only mentioned in writing.
This name was seen on an okudagram on Spock's desk computer. (The Art of Star Trek, p. 262) It was an in-joke reference to Star Trek VI first assistant director Douglas E. Wise.
