Dada Noe was a notorious Deltan weapons dealer and former pathologist who lived in the early 24th century. He had no combat training, though he had fitted himself with a variety of mechanical body mods that were believed to have tactical applications.
Born on Delta IV, Noe was a lifelong resident of the Watt colonies. He held degrees in the microbiology of the Bayous system and the Enki Star Belt, and ran a pathology lab before he went rogue. He had become acquainted with Watt separatist organizations while studying on the capital planet T'Zhay, though it was unknown whether his criminal actions were motivated by ideology or money.
Noe was wanted by the Federation for the theft of Federation technology, conspiracy to subvert Federation law, the creation and distribution of bioweapons, the development of banned pathogens, and illegal genetic manipulation of protected species. He was also considered a person of interest in germ attacks on Klingon judges on Qo'noS, for which he would face multiple charges of murder from the Klingon High Courts.
In 2324, Section 31's Alpha Team was dispatched to the Baraam to intercept Noe before he could sell his latest bioweapon to the Minosian High Council. However, they soon learned that they were dealing with Noe's mirror universe counterpart. (Star Trek: Section 31)
