Dada Noe was a Deltan who served as the administrator of an Imperial weapons facility on Terra during the early 24th century. He was aware that the Godsend, a superweapon commissioned by Emperor Philippa Georgiou, had been stored in his facility rather than destroyed as she believed.
In 2324, Noe learned of a passageway between the mirror and prime universes. With the Terran Empire in crisis due to resource exhaustion, he sought to escape into the prime universe. Masquerading as his prime counterpart, an arms dealer, Noe absconded with the Godsend and attempted to sell it to fund a quiet life with the proceeds. The deal came to the attention of Section 31, who sent Alpha Team to intercept it and apprehend Noe.
Noe was subdued by Georgiou and Zeph after he arrived on the Baraam, but the Godsend was unexpectedly seized by San. Georgiou and Alok Sahar then took Noe to their ship, where he confessed his true identity and plans under duress. Shortly after, the ship exploded due to sabotage from fellow Section 31 operative Fuzz, who was secretly working with San. Noe was burned alive. (Star Trek: Section 31)
