Romulan Neutral Zone map

The Neutral Zone was established after the War.

The Earth-Romulan War was a conflict fought between United Earth and the Romulan Star Empire in the late 2150s. The war was fought with atomic weapons that were considered primitive a hundred years later, under war conditions where no Human ever saw a Romulan.

Captain Stiles and several other officers from that family fought and died in the Earth-Romulan War. According to USS Enterprise officer Andrew Stiles, a descendant of Captain Stiles, Romulan ships of the time were painted like giant birds-of-prey. (TOS: "Balance of Terror")

The war ended in 2160 with a humiliating defeat for the Romulans at the Battle of Cheron. (TNG: "The Defector")

The peace treaty, which was entirely negotiated via subspace radio, enacted the establishment of the Romulan Neutral Zone, which separated the two powers. (TOS: "Balance of Terror")

The formation of the United Federation of Planets in 2161 was a result of this conflict. Because of this, it is assumed the Vulcans, Andorians, and Tellarites aided Earth in the war.
