Efficiency monitor was a position held by Seven of Nine after being brainwashed by the Quarren in 2377. In this capacity she frequently harassed Kathryn Janeway who had a tendency to fraternize while on the job and frequently had flings with members of her caste. (VOY: "Workforce")
The title was intended to poke fun at Seven's tendency to favor "Borg efficiency" over fraternization while on Voyager.
