Elba II was the inhabited second planet in its star system. The planet was located somewhere in the Alpha or Beta Quadrant. The planet had an atmosphere that was poisonous to humanoids and was home to a Federation rehabilitation colony.
Prior to stardate 5718, the Federation took advantage of the inhospitable environment for the establishment of an asylum for the criminally insane – the Elba II asylum, The asylum was administered by a governor. In 2269, the governor was Doctor Donald Cory.
In that year, the Federation starship USS Enterprise delivered a revolutionary new medicine to this asylum. The hope with this medicine was that it would permanently eliminate mental illness. A patient at this asylum, Garth of Izar, who was a former Starfleet Fleet Captain, was treated with this medicine. (TOS: "Whom Gods Destroy")
In 2328, this planet was home to the Elba II Orbital Transit Station. (TNG-R: "Inheritance")
