Federation Headquarters (Federation HQ or FHQ) was the headquarters of the United Federation of Planets.

22nd century

Following the formation of the Federation in 2161, the Federation decided to make their headquarters on Earth, in the city of San Francisco. (Star Trek: The Motion Picture, ENT: "Zero Hour")

23rd century

While hosting Chancellor Gorkon and his party aboard the USS Enterprise-A in 2293, Captain James T. Kirk claimed that one of the advantages of being a thousand light years from Federation Headquarters was the availability of Romulan ale on board the ship. (Star Trek VI: The Undiscovered Country)

32nd century

Fearing what happened during the Burn could happen on Earth, the Federation decided to move Federation Headquarters elsewhere, and, by 3089, the Federation and Starfleet were no longer on Earth. In 3189, after learning of its coordinates from Adira Tal, the USS Discovery made a spore jump to this HQ to report for duty. (DIS: "People of Earth", "Die Trying")

Space station

The space station was located in the Alpha Quadrant. (DIS: "Scavengers")

This space station also served as Starfleet Headquarters. Further, the Federation's executive branch and presumably the Federation Council were located here as well. Starfleet operated this facility, which was protected by a distortion field to keep its location a secret. It had a main habitable section with twisting structures enclosing streamers of field generation energy at the station's center. Field generation panels in static positions were placed at a safe distance around the upper habitable section. Streams of energy for the field poured out of the poles of the station.

The habitable section had many decks. The topmost deck was notable for its holographic star chart of the Milky Way Galaxy and the station's dedication plaque. The next deck down had offices. Other sections of the station contained a sickbay and interrogation rooms. The station had a primary and a secondary operations center. Programmable matter was used in the station for creating walkways and doors.

Timothy Peel noted the holographic/programmable matter arches of the station's sickbay were inspired by the "medical 'arch'" used on Star Trek: Voyager. [1]

The streamers of field generation energy at the station were connected by thin energy cables to the hulls of ships. The collective energy of these ships sustained the distortion field. These streamers emitted a brilliant light which obscured parts of the surrounding habitable section. (DIS: "Die Trying", "Unification III")

The dedication plaque is located in the alcove directly opposite the large window on the topmost deck. On the plaque, there is the station's official name, class, and registry. Other features of the plaque are a Federation emblem and a quote. [2]
