Felix was a holoprogrammer, the creator of several holosuite programs enjoyed by his good friend Julian Bashir aboard Deep Space 9. Known for programs based on Earth's 1960s, Felix's creations included Julian Bashir, Secret Agent and Vic Fontaine's program Bashir 62. (DS9: "A Simple Investigation", "His Way")
In his later, more elaborate program, Felix made Vic Fontaine completely self-aware such that Vic knew (and was comfortable knowing) that he was merely a hologram. This helped Vic fit the attitude of a 1960s lounge singer. The sophistication of Vic's program allowed him to access Deep Space 9's station logs, comm system, and other holoprograms, as well as the ability to turn himself off if he wanted. (DS9: "His Way")
Felix secretly embedded a jack-in-the-box subroutine in Bashir 62, which sprang to life in 2375. Designed to "stir things up a bit", the jack-in-the-box introduced mobsters Frankie Eyes, Tony Cicci, and big man Carl Zeemo who threatened to end Vic's very existence within the program's universe if not stopped. This character was only mentioned in dialogue.
Felix appears in the novel The Long Mirage, which gives his full name as Felix Knightly, and describes him as a person of color.
The short story So a Horse Walks into a Bar... gives his name as Fritz.
