Children []

These two children were playing with Latika on the city streets when Captain Janeway and Tom Paris appeared right in front of a shop. They witnessed how Latika accused them of being demons. (VOY: "Time and Again")

Both children were played by background performers who filmed their scenes on Wednesday 9 November 1994 on Paramount Stage 16. They were identified as "Children (F)" and "Children (M)" on the call sheet.
The costume worn by Brian Adams was later sold off on the It's A Wrap! sale and auction on eBay as part of a "Latika" costume lot. [1]

This guard was guarding a power plant that a group of protestors demonstrated at because they were against the use of polaric ion energy. When the demonstration turned confrontational, he fired a weapon into the air to disperse the group. (VOY: "Time and Again")

This guard was portrayed by stunt actor Jerry Spicer.
He filmed his scenes on Tuesday 8 November 1994 on location at Tillman Water Reclamation Plant and is listed as "Guard" on the call sheet.

Guard 2 []

A guard

This guard was at a power plant that a group of protesters assembled at to protest against the use of polaric ion energy.

As the protest became violent, he hit Captain Janeway in the head while trying to break up the protesters. Tom Paris punched the guard as the protest leader helped Janeway up and led her out of the area. (VOY: "Time and Again")

This guard was portrayed by Stunt Coordinator Dennis Madalone who received no credit for this appearance.
He filmed these scenes on Tuesday 8 November 1994 on location at Tillman Water Reclamation Plant and is listed as "Stunt Guard" on the call sheet.
Madalone was interviewed during filming for the television special Star Trek: Voyager - Inside the New Adventure.

This guard was at a power plant that a group of protesters assembled at to protest against the use of polaric ion energy. He faced the angry crowd when they tried to get inside the power plant. (VOY: "Time and Again")

This guard was played by background actor Charles Imoto who received no credit for this appearance.
He filmed his scenes on Tuesday 8 November 1994 on location at Tillman Water Reclamation Plant and is listed as "Guard (sc. 31-37)" on the call sheet.

Latika's father []

Latika's father worked for the Media Bureau on Makull's homeworld. In 2371, Latika threatened to tell his father about Tom Paris. (VOY: "Time and Again")

This character was only mentioned in dialogue.

Makull's associate

Makull's associate worked with Pe'Nar Makull during his attempts to end the use of polaric energy as a power source on the planet.

In an alternate timeline, the associate joined Makull in his protest attempt at a power plant when Kathryn Janeway got struck by a guard. He later joined Makull, along with the hostage Janeway, Tom Paris and Latika as they broke into the power plant to perform an unknown task. (VOY: "Time and Again")

Makull's associate was played by background actor Paul Ganus who received no credit for this appearance. He filmed his scenes on Friday 4 November 1994 and Tuesday 8 November 1994 on Paramount Stage 9 and 16 and on location at Tillman Water Reclamation Plant and is listed as "Protestor" on the call sheets.
His costume shirt was later sold off on the It's A Wrap! sale and auction on eBay. A name tag also features background actor Michael Beebe. [2]

This officer was a person on a Class M planet in the Delta Quadrant visited by USS Voyager in 2371.

In an alternate timeline, the officer comforted Latika when he saw Kathryn Janeway and Tom Paris appear 'out of thin air', stating that the boy has been reading too many Darkstorm tales. He told Latika to have a confection bar, for which the child left. Later, after questioning Janeway and Paris regarding their questionable clothing, he helped the Starfleet officers blend into the local culture by pointing out a nearby clothing shop. (VOY: "Time and Again")

This officer was portrayed by actor Steve Vaught who filmed his scenes on Wednesday 9 November 1994 on Paramount Stage 16. On the call sheet, he is listed as "Officer in Village".

Protestors []

In an alternate timeline, these protestors demonstrated at a power plant which ended in a violent takeover of the guards. (VOY: "Time and Again")

These alien protestors were played by background performers who filmed their scenes on Tuesday 8 November 1994 on location at the Tillman Water Reclamation Plant.
The "unidentified" men were played by actors Joe Michaels, W. Trask, G. James, W. Pena, and Norwin Bostwick. Another unknown actor who is not listed on the call sheet and also appeared as a townsperson in this episode was present as one of the protestors. Ken Lesco was originally scheduled to be the stunt double for actor Joel Polis but appeared as one of the stunt protestors in this episode. The costumes worn by David Williams, Norwin Bostwick, and Joe Michaels were later sold off on the It's A Wrap! sale and auction on eBay. [3] [4]
The "unidentified" women were played by actresses T. Christopher, L. Atkinson, J. Walter, B. Geller, D. Wenger, J. Jones, and A. Conte though one these actresses seems not to be part of the final episode. The call sheet also lists J. Jones twice and Heather Ferguson but she also seems not to be part of the final episode. In addition actress Catherine Wong is featured as one of the protestors but she wasn't mentioned on the call sheet and appeared as a townsperson in this episode.

A shopkeeper

The shopkeeper owned a shop that sold timepieces that Paris noticed. The shopkeeper noticed him and tried to make a sale. When Paris told him that he was from Kalto Province and was not familiar with the time piece, the shopkeeper said that the time piece was the same as in Kalto. The shopkeeper explained about the time-piece, noting that the three number sets were equal to rotations, intervals, and fractions. He asked for fourteen kelodas, but Paris said he would think about it. Upon returning to Janeway, Paris estimated that the planet would be destroyed the next day. (VOY: "Time and Again")

The shopkeeper was portrayed by actor Ryan MacDonald who filmed his scenes on Wednesday 9 November 1994 on Paramount Stage 16.

Townspeople []

These individuals walked down the city streets when Captain Janeway and Tom Paris appeared right in front of a shop. They witnessed how Latika accused them of being demons. (VOY: "Time and Again")

The background performers are listed as "Townspeople" on the call sheet and filmed their scenes on Wednesday 9 November 1994 on Paramount Stage 16.
The five "unidentified" women pictured below were played by actresses M. Rogers, S. Pierce, M. Olive, T. Ellison, and J. Robinson. The "unidentified" men were played by actors G. Nicholson, T. Fitzgerald, M. Cordeiro, H. Meyers, and M. Wright though one of these actors seems not to be part of this scene. Also listed in the background section on the call sheet is Michael Beebe but he was also not part of this scene. The costumes worn by Allan Martin, Gordon Embry, Walter Smith, and Michael Beebe were later sold off on the It's A Wrap! sale and auction on eBay. [5] [6]
