A freeway was a type of highway used for motorized traffic, such as land vehicles, or vehicles that hovered a few feet over the road, such as hovercars.
A freeway was present at the Embarcadero of San Francisco in 1986. In the alternate reality, this freeway no longer existed as of 2260. (Star Trek VI: The Undiscovered Country; Star Trek Into Darkness)
This is California State Route 480, demolished after a 1989 earthquake. However, it might not have been removed in the main reality, as part of it can be glimpsed in a shot of San Francisco in VOY: "Endgame".
