Grace Declan was a holographic character in Tom Paris' recreation of a quaint Irish village, Fair Haven, in the late 19th century.
She owned a small shop in Fair Haven and greeted Paris as she was sweeping the sidewalks in front of her shop. (VOY: "Fair Haven", "Spirit Folk")
She witnessed The Doctor disappear, adding credence to the villagers' mistaken belief that he and the other crewmembers of USS Voyager were spirit folk. (VOY: "Spirit Folk")
