Graham Shiels (born 26 December 1970; age 54) is a Scottish-born Canadian actor who played a Tal Shiar Operative in the Star Trek: Picard first season episode "The End is the Beginning".
A prolific character actor, Shiels appeared on a large number of television series, including V.I.P., Charmed (directed by David Straiton), The District (starring Roger Aaron Brown, with Erick Avari), The West Wing (starring Martin Sheen, with Armin Shimerman, Glenn Morshower, Thomas Kopache, and Wren T. Taylor and Mariette Hartley), Numbers (with Ray Wise), CSI: NY (with Robert Joy), Nip/Tuck (with Grainger Hines and J.
