Hagon (played by James Louis Watkins), became leader of the Ligonians in 2364. Prior to this he had been the secondary to the previous leader Lutan. When Lutan's plan to arrange the death of his "first one", Yareena, failed she took Hagon as her first one instead, giving him control over her wealth and power. (TNG:"Code of Honor")
