Hali was a Mintakan hunter and a member of Nuria's community on Mintaka III in 2366.
He was sent by his community's leader, Nuria, to hunt down William Riker, who had rescued Doctor Palmer, a Federation scientist who was observing the Mintakans from a hidden location. An accident had exposed Palmer and he was captured by the Mintakans, who believed him to be an agent of their god. When Riker rescued Palmer, Hali believed that the supreme being would be angry with the Mintakans. (TNG: "Who Watches The Watchers")
Hali was played by James McIntire.
