Doctor Holden was an alien male Federation outpost scientist assigned to Outpost 76 in 2381.
Holden colluded with one of the native Scrubble on Jengus IV to manufacture a crisis to lure a Starfleet vessel to Jengus IV in order to plant a listening device in the Captain's ready room and acquire Starfleet secrets they could sell on the black market. Though they successfully lured the USS Carlsbad and USS Cerritos to Jengus IV, in the guise of peace talks, the plot was uncovered by D'Vana Tendi who noted that the gift the Scrubble was presenting the captains contained a listening device.
When their duplicity was revealed, both Holden and the Scrubble emissary were taken into custody to face Federation tribunal. (LD: "Mining The Mind's Mines")
