A cargo trolley

A hover skiff or cargo trolley was a vehicle capable of hovering over the ground, designed for hauling cargo. It could drive at high velocities, especially when powered by chlorine trifluoride, which was illegal in most parts of the galaxy.

There were cargo trolleys present at the Denaxi Depot in 2384. At one point, when Gwyn ran away from Ensign Asencia, she took cover in a cargo trolley. (PRO: "Crossroads")

Later, the crew of the USS Protostar used a hover skiff to escape the security team there, which was made up of Xindi-Reptilians that were chasing them in hover speeders.

They managed to make it to the landing site of the Protostar, which they had covered in snow to hide it. They then abandoned their hover skiff and boarded their ship. (PRO: "Crossroads")

The term "cargo trolley" and "hover skiff" were both used to describe the same vehicle, as derived from the episode's audio description.
