James Joyce was a Human novelist of Irish descent who lived during the 19th and 20th centuries. He was credited with being a founder of the Modernist movement and first large-scale use of "stream of consciousness" narrative.

Joyce's novel Ulysses is considered one of the great achievements of Human literature despite its massive size and complexity. The book was still being read hundreds of years after his death. In 2151, Malcolm Reed took a copy of the novel with himself to read on the return trip to the Enterprise NX-01 aboard Shuttlepod 1. (ENT: "Shuttlepod One") Captain Jean-Luc Picard took a copy of Ulysses with him when he went on vacation on Risa in 2366. (TNG: "Captain's Holiday")

This character was only mentioned in dialogue.
Joyce's literary creations have been noted by other Star Trek authors in comics and novels, the comic book story DC TOS volume 1: "Finnegan's Wake!" was named for a Joyce work, and the Pocket TNG novel "Dark Mirror" mentions his writing style.
