Janet Brooks was a Human Starfleet command division officer in the late 24th century.

In 2367, while assigned to the USS Enterprise-D, she sought counseling from Counselor Deanna Troi after the recent death of her husband, Marc. After her husband's death, Brooks volunteered for extra work in the ship's nursery and improved her language studies. Counselor Troi felt that she was repressing her feelings, while telling everyone that she'd gotten over them and moved on. However, due to contact with a new lifeform, the counselor lost her telepathic abilities, and began to lose the ability to do her job appropriately. She told Janet to get over it, and stop kidding herself.

When the counselor's telepathic abilities returned, she apologized to Ensign Brooks, but the ensign claimed she was right, and that she needed to face her memories to get over them, and that she may not get over them. (TNG: "The Loss")
