A judge was a figure of authority, one who interpreted the laws of a culture and often sentenced those who had been found guilty of breaking the laws. Judges usually presided over a court in which they exercised their authority.
The exact role of the judge varied across cultures. In Cardassian society, the role of judge was filled by the Chief Archon. (DS9: "Tribunal") In most Federation societies, judges filled important roles throughout history and many judges (such as T'Pau and Aaron Satie) were revered figures in their cultures. (VOY: "Darkling"; TNG: "The Drumhead")
Q appeared as a judge in a post-atomic horror courtroom to the crew of the USS Enterprise-D in 2364. (TNG: "Encounter at Farpoint")
Martin Benbeck was considered to be something of a judge on Moab IV as he had been genetically-engineered to desire that role. (TNG: "The Masterpiece Society")
Someone who acted as an arbiter in contests, using their own judgment to subjective qualities to determine the winner, was also called a judge. Emony Dax was a judge in several gymnastics competitions. (DS9: "Trials and Tribble-ations")
In 2376, projects that were part of the First Annual Voyager Science Fair aboard the USS Voyager were reviewed by the fair judges. A crew member discussed impressing the judges with one of the fair participants while Captain Kathryn Janeway was examining Mezoti's Teirenian ant colony. (VOY: "Child's Play")
Judge was one of the words Doctor Julian Bashir used after he was infected by the aphasia virus in 2369. (DS9: "Babel")
The role of "Chief Judge" was referenced in the final draft script of TOS: "Court Martial". However, as that episode continued to develop, the title was changed to "President of the Court".
