Fleet admiral Kirsten Clancy was a late 24th century Starfleet flag officer.

In 2399, she was the commander in chief (CNC) of Starfleet. Jean-Luc Picard, with whom she hadn't always seen eye-to-eye, went to see her about temporarily reactivating his commission in Starfleet to investigate the death of Dahj Asha. She soundly rejected his proposal, calling it "sheer fucking hubris" and showing disdain and resentment towards the former admiral. Although she largely dismissed his concerns as being "just sad", she would later prompt Commodore Oh to investigate the situation Picard brought up out of an abundance of caution.
