A legion was a grouping of warriors. Alternately, the term could also describe an honorary fellowship to which individuals could belong, such as the Legion of Honor.
Part of Alidar Jarok's confusion in 2366 over the absence of the supposed secret base the Romulans had on Nelvana III was the fact that an entire legion was said to have been assigned there. (TNG: "The Defector")
In 2372, Kor retold an old battle story in Quark's. He recalled that although he, Kang, and Koloth had originally set out with forty legions, only the three of them were left alive to fight T'nag's army. (DS9: "The Sword of Kahless")
In 2374, Vreenak remarked to Benjamin Sisko that the Dominion were breeding legions of Jem'Hadar soldiers every day. (DS9: "In the Pale Moonlight")
