A magistrate was a public official similar to a judge. Several worlds used magistrates in their justice systems.

In 2372, Quark tampered with the replicators on the USS Defiant and Deep Space 9, causing users of the replicators to see advertisements for his bar. (DS9: "The Quickening")

The phrase "his village" was used in "The Storyteller," which implies that different villages may have their own magistrates, although there may also be different levels of magistrates on Bajor, such as the generic references on other occasions would imply.
In a deleted scene in "Accession", Akorem Laan said he would ask the magistrate to be lenient with Vedek Porta for his killing of Imutta due to his belonging to an "unclean" caste.
