Makull's species was a pre-warp humanoid species which populated a class M planet that the USS Voyager encountered in 2371. The species had no satellite systems or spacecraft.

During the 2370s, Pe'Nar Makull was the leader of a protest group who were against the use of polaric ion energy, believing that it was unstable and a threat to their planet.

In 2371, this species went extinct due to a polaric ion explosion caused by the widening of a temporal fracture by the crew of the USS Voyager in a rescue attempt. Captain Kathryn Janeway created a new timeline where the explosion never happened by sealing the fracture before it caused the explosion, preventing the species' extinction. (VOY: "Time and Again")

The use of the phrase "my god" by Makull suggests a religious component to the species' culture.
