Nothing is known about the devastating weapon, but sources within Starfleet suggest that the dissident Lurak T'Luco, leader of a Romulan rebel faction, is responsible. So far, one hundred seventeen are confirmed dead." She later reported Starfleet Intelligence's allegations that T'Luco was solely responsible for the attack, which they considered to be "an isolated incident." Neither statement was true, however.
