The Minosian High Council was the lead governing body of the Minosian Sway in matters of state and policy. It was made of seven members representing different facets of Minosian militaristic guilds, headed by the Supreme Chancellor.

The Minosian High Council was suspected by Starfleet Intelligence to have orchestrated the destruction of the USS Stratford in 2314. (Star Trek: Section 31)
