A mode stabilizer was an engineering tool that was designed to adjust a fluctuating anti-matter flow converter.
When demonstrating her exocomps to Data and Geordi La Forge in 2369, Doctor Farallon posed the problem of how to repair a fluctuating anti-matter flow converter, which Data gave the "correct procedure" to accomplish, using a mode stabilizer. She then gave the exocomp the same problem, which it too solved by demonstration by using its micro-replication system to replicate the required tool, a mode stabilizer. (TNG: "The Quality of Life")
